There is a section in the Jason-2 Handbook eilntted 3.2.8 Data Editing Criteria. This appears to identify data to discard. If I read the Jason-2 Handbook correctly (and I may not have), they do not discard data.  They flag data that they think that a sensible user of the data might want to discard   e.g. because they think there is ice present and have no idea exactly how much the ice reflections are adding to reported sea level.
